Here we have a depiction of adolescent wish fulfillment, where this guy, who is at the bottom of the social food chain and has it rough when it comes to romance, meets a strikingly beautiful girl straight out of a dream, who has magical powers. As you can tell by the quote above, she's about to turn his life around because she deeply cares about him. Heartwarming, isn't it?  

The girl is a character type that is very commonly seen in anime. To the point that it's a genre. Even if just the right person for you is a normal person, meeting them is still a magical feeling. Love can come in the most unlikely of places.
